In a large pot or dutch oven brown ground beef. Drain and add pack to pot then Add seasonings, sugar, worcestershire water, and rotel. Bring to a boil. Stir in ketchup and tomato sauce, reduce heat to medium-low, cover and let simmer for 15 minutes.
While chili simmers, butterfly hot dogs and sear meat side down on high heat and flip once charred. Cook on the other side for about 3 minutes. Add onions to the same oiled skillet on medium heat. Saute for 10 minutes until caramelized.
Build a Hot Dog in order of bun, hot dog, mustard, onions, chili, cheese, and crushed ruffle chips.
